Civil rights groups, including ACLU of Northern California and the Lawyers' Committee for Civil Rights of the Bay Area, and a local law firm, are challenging the constitutionality of Oakland's housing authority’s loitering ordinance. According to the lawsuit, the ordinance is being used by the OHA Police Department to harass residents and visitors, and charge them with infractions that put their housing at risk.
