In June 2019, San Francisco’s Board of Supervisors took a historic step to transform the youth justice system in the city and county by voting to close San Francisco Juvenile Hall and invest in community-based alternatives to youth incarceration. The move was in large part thanks to the decades long advocacy of the Young Women’s Freedom Center to end the incarceration and criminalization of women, girls, transgender and gender nonconforming people of color.

As a long time partner of YWFC, Change Consulting worked closely with their leadership to keep the momentum of earned and digital media coverage throughout the Board’s voting process, call for immediate changes and reforms, and position YWFC as thought leaders in juvenile justice reform in San Francisco and California.

Over the course of two months, we worked with YWFC to produce a suite of digital and earned media content to keep the legislation top of mind. In partnership with YWFC, we developed social media content, including visuals, as well as email blasts with updates on the legislation. We also produced website content and design direction for YWFC to develop a page on their site dedicated to the shutdown. We worked with a YWFC organizer to develop and place an op-ed for BuzzFeed lifting up her personal experiences being incarcerated as a juvenile. We also developed media advisories and press releases for each stage of the legislative process, working with YWFC leadership and organizers to prepare for media interviews regarding the shutdown and securing a cover story for SF Weekly and additional coverage in Teen Vogue, HuffPost, San Francisco Chronicle, TruthOut and Next City.
